About Us

The Puducherry UT e-Seva Welfare Society (PUES) was formed in 2025 as a unified body to integrate all Common Service Centres (CSCs) operating in Puducherry under one progressive, citizen-oriented umbrella. Our mission is rooted in delivering seamless digital and government services to every doorstep, especially in rural and semi-urban regions.

PUES bridges the gap between government departments, Village Level Entrepreneurs (VLEs), and the citizens they serve. We help standardize operations, ensure transparency, and provide continuous support in technology, digital service standards, grievance redressal, and public awareness. By building a connected CSC community, we aim to improve the service experience and sustain livelihoods for entrepreneurs.

Vision

Our vision is to create a digitally enabled Puducherry where every individual, regardless of social or geographical barriers, enjoys direct and dignified access to essential services. PUES envisions a collaborative system in which technology and human effort combine to define efficiency, trust, and empowerment.

We aspire to make digital inclusion a reality for all — transforming Puducherry into a model region where innovation in service delivery aligns with empathy and community welfare.

Mission

  • Strengthen grassroots service networks through partnerships among all CSC operators.
  • Provide quality training and assistance to empower every VLE with digital and managerial skills.
  • Deliver citizen-friendly services spanning Aadhaar, PAN, passports, voter registration, welfare schemes, and more.
  • Ensure financial inclusion through digital banking, insurance, and government initiatives.
  • Promote entrepreneurship, innovation, and socio-economic growth within local communities.

Objects of the Society

  1. Primary Aim: To promote, protect and advance the welfare, rights, and interests of all Common Service Centre (CSC) Operators and Village Level Entrepreneurs (VLEs) functioning in the Union Territory of Puducherry.
  2. Training & Capacity Building: To organize workshops, seminars, and training programs for VLEs to improve their technical, managerial, and entrepreneurial skills, thereby enhancing their efficiency in delivering e-Governance and digital services.
  3. Representation: To represent the concerns of VLEs before Central/State Governments, CSC e-Governance Services India Ltd., and other authorities for redressal of grievances, policy support, and recognition.
  4. Welfare Schemes: To establish welfare schemes for members, including insurance, health camps, financial assistance during emergencies, and other social security measures.
  5. Digital Literacy: To promote digital literacy and awareness among rural and urban citizens through CSCs, ensuring that benefits of government schemes and digital services reach the grassroots level.
  6. Funding & Assistance: To arrange for financial assistance, subsidies, loans, grants, and donations from Government/Non-Government bodies to strengthen CSC operations and member welfare.
  7. Coordination & Collaboration: To build strong coordination among VLEs, establish cooperative societies, federations, or associations, and collaborate with other welfare bodies and NGOs for mutual growth.
  8. Social Service Activities: To engage in social service activities such as health camps, educational support, women empowerment initiatives, youth skill development, and other welfare programs aligned with CSC objectives.
  9. Utilisation of Funds: All the incomes, earnings, movable / immovable properties of the society shall be solely utilized and applied towards the promotion of its aims and object only as set forth in the Memorandum of the society and no profit, thereof shall be paid or transferred directly or indirectly by way of dividends, bonus, profits or in any other manner whatsoever to the present or past members of the society or to any person claiming through any one or more of the present or the past members. No member of the society shall have any personal claim on any moveable or immovable properties of the society or make any profits, whatsoever, by virtue of this membership.
  10. General Clause: Any other activity conducive to the furtherance of the objectives of the Society from time to time.
